Odisha Govt to bring all ULB Bus Stands under ‘Atal Bus Stand’ Scheme
Odisha Government has initiated the process to bring all bus stands functioning under Urban Local Bodies (ULBs) under the Commerce and Transport (C&T) Department as part of the ambitious “Atal Bus Stand” (ABS) Scheme.

The move aims to standardise the development, renovation, operation and maintenance of bus terminals across the State under a single framework.

In a letter addressed to the Housing and Urban Development Department, Principal Secretary of Commerce and Transport Department NBS Rajput informed that the State Cabinet, in its 38th meeting held on April 10, 2026, approved the “Atal Bus Stand” Scheme for construction, renovation, development, operation and management of bus stands across Odisha.

The C&T Department has requested the H&UD Department to direct all Urban Local Bodies to hand over bus stands under their jurisdiction to the Commerce and Transport Department for unified management under the ABS Scheme.

A separate Standard Operating Procedure (SoP) for the transfer and management process will be issued by the department.
