New UPI Rules: No Charges on Person To Person, 4% MDR on Person-to-Merchant Payments
The National Payments Corporation of India (NPCI) announced a merchant discount rate (MDR) for UPI transactions.
 
Under the new system, a 0.4% MDR will apply to eligible person-to-merchant (P2M) UPI transactions above Rs 2,000. For transactions of Rs 75,000 or more, the charge will be capped at Rs 300 per transaction.
 
However, charges on Person-to-Person (P2P) transfers are always free, regardless of amount. Vendors earning up to ₹1 lakh per month via UPI QR codes continue to enjoy zero charges.
 
Over 95% of merchant payments are below ₹2,000 — these remain free. Only larger merchant transactions above ₹2,000 attract a small fee (0.4%) to be borne by merchants, far lower than credit card charges or other network charges.
 
Similarly, Railways, fuel, telecom, bill payments, insurance, etc have a flat fee of ₹5 per transaction above ₹2,000.
