The Odisha Cabinet chaired by Chief Minister Mohan Charan Majhi on Monday approved 18 key proposals across 12 departments for the development and public welfare of the State. Key Approved Proposals: ➡️ 1. Shri Jagannath Temple Land Management Rules, 2026: For transparent management, digital management and settlement of Shri Jagannath Temple lands, the ‘Shri Jagannath Temple Land Management Rules, 2026’ has been enacted. ➡️ 2. Restructuring of Agriculture Cadres: Restructuring of Odisha Agriculture Service Cadre and Odisha Soil Conservation Service Cadre approved. ➡️ 3. Horticulture Service Cadre Expansion: Restructuring of the Horticulture Service Cadre along with an increase in total posts from 403 to 470. ➡️ 4. Approval granted to the ‘Odisha Jan Vishwas Bill, 2026’ with amendments to 16 laws to promote ease of living and ease of doing business. ➡️ 5. Amendment to the Odisha Civil Services (Pension) Rules, 1992 approved. ➡️ 6. Enactment of Odisha Ministerial Service Rules, 2026 for recruitment, promotion and service conditions of ministerial employees of District Industries Centres (DIC). ➡️ 7. BOITA Scheme Approved: ‘BOITA’ (Boat Operation for Irrigation, Tourism and Agriculture) scheme approved for conservation of historic irrigation projects and development of tourism facilities. ➡️ 8. Deep Borewell Installation Scheme: Scheme to install 1.5 lakh deep borewells in 5 years to create 7.5 lakh hectares of irrigation potential in 256 blocks of 26 districts. ➡️ 9. Revised BASUDHA Scheme: Revised ‘BASUDHA’ (BASUDHA) scheme for the period from 2026-27 to 2028-29 to provide safe drinking water to leftover rural habitations. ➡️ 10. Road Widening and Improvement (4 Projects): Widening and improvement of Komtalpeta-Muniguda-Tumudibandha (SH-5), Bhawanipatna-Muniguda (SH-6) and Rayagada-Kerada (MDR-48B) roads. ➡️ 11. Panchasakha Shiksha Setu Yojana: ‘Panchasakha Shiksha Setu Yojana’ approved for the period from 20th December 2024 to 31st March 2029 (2024-25 to 2028-29). ➡️ 12. Uniform Services Recruitment: Preparation of ‘Odisha Uniform Service Staff Selection Commission (Amendment) Rules, 2026’ approved for conducting Combined Recruitment Examination (CRE) in uniform services. ➡️ 13. Power Transmission Modernization: Strengthening and modernization of the entire power transmission infrastructure along with establishment of 765 kV network for the first time in the State.
